Can A illegal immigrant use State funded legal aid.?

Do they have to show some proof like green card or something. On brochures they say to be eligible by Legal Service Corporation and confidential interviews by office staff. They only help in civil matters. Can Some make a report if someone who is illegal and you know it for 100%. Anyone know about these things
