Beginner/intermediate 600cc bike reccomendations?

i think you would soon become frustrated by a 600 restricted to 33 hp that's about equal to a 250 . imagine having a 600 and only being allowed to use one third of its power . Stick to a 125 wait out the limit and get a full power bike when you can . recommend fazer .
